Open letter to Meric Gertler, president of the University of Toronto, from the geography and planning community

Dear President Gertler,

The strike by teaching assistants and course instructors at the University of Toronto has now entered its fourth week. You are the president of this university—the largest, wealthiest, and arguably most prestigious university in Canada. You are also a geographer and a planner. As fellow geographers and planners, we write you to express our strong support for the strikers.

Teaching assistants and contract instructors at the University of Toronto are striking for something very basic: a livable income. The rising cost of living, gentrification and skyrocketing rents, ballooning tuition rates (especially for international students), stagnant funding, and the insecurity of contractual employment have combined to produce crisis conditions for many of the university’s graduate-student workers. The guaranteed minimum funding package for graduate students has not increased since 2008 and, at $15,000, now stands at 24 percent below the poverty line for a person living alone in Toronto. Moreover, the duration of this guaranteed funding (four or five years for doctoral students) falls short of the average time it takes students to complete their degrees. Students in the upper years of their degrees, who use very few university resources, face full tuition fees—over $20,000 a year for most international students—and many must take on student debt in addition to loans already owed from their previous degrees. This policy of charging full tuition to PhD students both lengthens completion times and decreases completion rates: at a time when students should be writing and preparing to enter the job market, they are forced to scramble for scarce teaching contracts to pay their tuition bills.

A quick look at the university’s financial statements makes the administration’s priorities clear. The University of Toronto has a yearly operating budget of nearly $2 billion. Close to half (44 percent) of this amount comes from tuition. In the last fifteen years, undergraduate tuition fees at the university have increased by 75 percent. Undergraduate students in Ontario face unprecedented levels of debt; the average debt load for a four-year degree is a jarring $37,000. While the university touts its high rankings and international repute, undergraduate students—referred to by the university administration as “Basic Income Units”—have repeatedly ranked the University of Toronto among the lowest in the country when it comes to class size and student satisfaction. And it’s no wonder: while teaching assistants, lab demonstrators, writing coaches, and contract instructors do the majority of the undergraduate teaching at the University of Toronto, their compensation makes up a mere 3.5 percent of the university’s budget. It is impossible to create a supportive and productive learning environment in the face of such deep disinvestment in teaching.

Not only has the university administration failed to address the plight of the striking workers; it has actively attempted to undermine the strike, by refusing to cancel classes, by disseminating spurious and intimidating information to undergraduate students, and by misleading the public about university spending and graduate funding. Your administration has encouraged strikebreaking by rallying faculty and staff to eradicate or take over struck work and by making available an online form for CUPE 3902 members who “choose to continue to work” during the strike. In response to this wholly legitimate strike, the university administration has pitted undergraduates against their teaching assistants, jeopardized graduate students’ relationships with their supervisors, divided academic workers, and cultivated confusion and antagonism across campuses and departments.

The administration has conveyed the impression that it is business as usual at the University of Toronto. This is clearly not the case: courses, tutorials, labs, and exams cannot run without graduate-student workers. But nor are things business as usual when workers are paid below the poverty line, living contract to contract, and accumulating crippling levels of debt. For this, especially, we support the strikers. Because for us, as for them, the current situation should never be usual.

The striking workers at the University of Toronto are our friends and colleagues. We admire their tenacity in standing up for the value of their own work and the dignity of their students. But we also see this strike as part of a broader fight—a fight about the race to the bottom in work and education, about the normalization of poverty and inequality, and about the future of higher education itself. This is a fight we should be joining, not undermining. As the president of the largest and wealthiest university in Canada, you are in a position to do just that.
